Minimum Qualifications:

6 years of professional, directly related experience in professional administrative and fiscal program management, including staff supervision. A bachelor’s degree and two years of professional, directly related experience in professional administrative and fiscal program management and staff supervision can substitute for the required experience.

Preferred Qualifications:

Preference may be given to candidates with experience in State of Florida procurement processes or grant administration and knowledge of related State and federal rules.

Requirements:

Employment in this position is contingent upon a satisfactory Level 1 and Level 2 background check at no cost to the candidate.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday (flexible hours). Not eligible for Telework.

Position Overview and Responsibilities:

This position plans, manages, and directs the efficient operation of FWRI’s administrative and business operations, including the Grants, Contracts, Purchasing, and Property offices. Duties include daily problem solving; strategically analyzing internal processes and procedures to improve operations and maximize productivity and savings; and interpreting, administering, and training others in Federal, State, FWC, and FWRI policies, rules, regulations, and laws.

The incumbent analyzes FWRI’s financial activities to understand where risks, threats, and opportunities exist; coordinates activities to direct, control, correct, and monitor with regard to risk; and develops, oversees, and monitors an annual budget for the Research Operations/Administrative Services Section. They are responsible for meeting program deadlines and providing assistance to the Director and Deputy Director when requested.

This position supervises a team of approximately 15 staff. Duties include but are not limited to: recruitment, training, planning and directing work; reviewing performance with employees; disciplining, if needed, and ensuring compliance with FWRI rules, policies, and procedures.

Participates in and promotes public outreach efforts as assigned, such as Marine Quest. Performs other duties as required.
Knowledge, Skills and Abilities:
Knowledge of State of Florida finance, accounting and purchasing-related rules; the terminology principles, procedures and standard practices used in accounting, business, office administration, budget tracking, effective supervision, leadership and team building. Skill in use of PC’s, the Internet, the SharePoint portal, email, work processing, presentation and spreadsheet software, identifying, analyzing and solving complex problems, process improvement, team building, gathering and synthesizing data, compiling reports, planning and directing work, coordinating and tracking projects, conflict management and effectively supervising others. Ability to work effectively, both independently and in a team environment, communicate effectively verbally, graphically and in writing; solve problems, plan, organize and coordinate work assignments; supervise others, work in excess of 40 hours per week as needed, and a valid driver’s license.
