Engineer
Position Summary:
The Engineer performs professional engineering services in the planning, coordination, and implementation of private and public project development and maintenance operations. This position provides project management services to ensure compliance with project plans, standard operating procedures and maintenance schedules to maintain the City's portfolio of infrastructure. The employee is responsible for the development and management of projects in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices. Employee works with a high degree of independence and initiative. This position works directly with the City Manager to develop, manage and implement the Capital Improvement Plan and Annual Funding Strategy.
Essential Duties and Responsibilities:
- Plans and manages engineering projects, programs and operations to ensure planning, development and construction are in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices.
- Performs engineering and design work of the City’s Capital Improvement Projects including but not limited to roadways, water supply, sanitary sewerage, and drainage facilities.
- Manages design and construction contracts and projects.
- Manages, reviews and approves infrastructure design and construction; ensures all work is approved for compliance with all applicable codes, ordinances, and regulations.
- Performs fieldwork and on-site inspections as necessary.
- Performs Professional Engineering review and certification of applicable documents/reports advises officials on engineering planning policies.
- Researches, prepares reports & studies, drafts specifications, and presents recommendations for Capital Improvement Programs, projects and grant applications.
- Communicate in an effective and professional manner, both orally and in writing, with co-workers, managers, subordinates and the public.
- Performs related duties as directed.
Knowledge, Skills and Abilities:
- The ability to manage multiple assignments.

- The ability to clearly communicate information both verbally and in writing.
- The ability to effectively supervise and train staff comprised of entry and journey level professionals engaged in carrying out departmental functions.
- Thorough knowledge of engineering principles, practices and methods.
- Thorough knowledge of current codes and regulatory standards governing the City’s engineering projects in the respective trades/disciplines assigned.
- Skill in researching, compiling, and summarizing statistical data and related materials.
- Skill in design and development of project plans and specifications.
- Skill in the review and interpretation of construction project plans, specifications, calculations and modeling data.
- Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards.
- Ability to establish and maintain effective working relationships with departmental personnel, management, contractors, consultants and the public.
- Knowledge of advanced level mathematical computations, including geometry, trigonometry and calculus.
- Ability to access, operate and maintain various software applications.
- Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
Education and/or Experience:
- Bachelor’s degree in civil engineering or related engineering field
- With an additional four (4) years of experience, seven (7) years of preferred, highly responsible project management experience in engineering; or a comparable mix of education, training, and experience.

- Acceptable eyesight, hearing (with or without correction), lifting and carrying (up to 40 pounds, reaching, pulling, pushing, walking, standing, kneeling, bending, balancing, stooping, climbing, crawling, driving, operating equipment. - Environmental Conditions
- The employee shall work inside and outside in various weather conditions. While performing the essential functions of this position the employee may be exposed to fumes, gases, odors or airborne particles; toxic or caustic substances; excessive noise; extreme temperatures; dampness, wetness and humidity; hazardous power tools, electrical energy, on uneven surfaces; and in or with moving objects, in heights (up to 55 feet).
Additional desired qualifications:
Florida Stormwater Level I or II Certification
Active Florida Professional Engineering License or ability to obtain with 12 months of hire date
