The Division of State Human Resource Management (HRM) is seeking a dynamic and detail- oriented individual who can work in a highly confidential environment leading the Bureau of State Workforce Employment Programs and Labor Relations. This position is responsible for developing and successfully executing large initiatives related to employment programs and labor relations, requiring coordination and alignment across multiple agencies of the State Personnel System. The SPS is the largest personnel system in Florida’s state government and is comprised of over 97,000 positions in the Career Service, Selected Exempt Service, and Senior Management Service pay plans, as well as Other Personal Services.

 

The Work You Will Do:
As the Chief of State Workforce Employment Programs and Labor Relations, you will oversee a wide variety of enterprise workforce programs related to leave benefits, talent management, and labor relations. Additionally, this position will collaborate with the Bureau of State Workforce Design and Compensation on the integrated delivery of human resource (HR) related consultative services to other state agencies. You will be directly involved in formulating HR strategies impacting the entire State Personnel System workforce. This role provides opportunities to work on statewide HR initiatives and special projects that drive innovation and modernization of HR processes.

 

Pay:
$90,000 to $100,000 Annually

 

Your Specific Responsibilities:

The primary responsibility of this position is to serve as a member of the management team in the Division of State Human Resource Management and to supervise the staff and manage the staff in the development, maintenance, and implementation of employment policies, collective bargaining activities, and strategies for the State Personnel System.

Policy Development: Reviews, prepares and recommends new or revised rules, legislation, strategic planning and proposals on human resource issues. Formulates policy, establishes priorities and objectives, and provides guidance to management and staff in the development and implementation of human resource programs. Represents the Division at rule hearings, legislative committee meetings, advisory council meetings, and collective bargaining sessions, as requested. Responsible for all policy development for State Workforce Employment Programs and Labor Relations.

Management: In consultation with the Director, establishes the priorities and objectives for State Workforce Employment Programs and Labor Relations. Designs and develops work plans and methodologies including identification of required resources to manage, plan, organize, and accomplish assignments in a timely and accurate manner to ensure completion of program objectives.

Supervisory: Directs and supervises State Workforce Employment Programs and Labor Relations staff to ensure compliance with the Department’s employment policies and procedures, rules, and Florida statutes. Maintains an awareness of staff’s areas of strengths and weaknesses and develops a plan to improve needed areas. Works with staff to plan for their career goals, as related to the Department’s mission, coordinates and supports training to reach staff’s career goals. As a leader, motivates staff and accomplishes tasks through teamwork. Communicates any areas of concern related to staff performance to the Director and recommends plans of action for improvement.

Consultative and Technical Assistance: Provides consultative and technical assistance to Division staff, management, agencies, and the public based on a thorough working and historical knowledge of State and Federal laws, regulations, rules, trends analysis, past practices, best practices, and collective bargaining agreements pertaining to the Division’s responsibility. Responsible for all consultative and technical assistance provided by State Workforce Employment Programs and Labor Relations staff.

Collective Bargaining Coordination: Facilitates the collective bargaining process to ensure that collective bargaining agreements are negotiated and managed efficiently within legal requirements. Oversees staff that schedule annual bargaining activities and liaisons with agencies and union representatives. Works with Chief Negotiator to document the State’s proposals during negotiations and prepare counter proposals for the union’s consideration. In consultation with the Division Director and General Counsel, guides staff in the management of grievances, arbitrations, impact bargaining, unfair labor practice allegations and coordinates the response to any filings at the Public Employees Relations Commission (PERC).

Research and Analysis: Coaches staff to independently conduct technical research and analysis regarding human resource issues to provide customer service and technical assistance to agencies and employees. Serves as a liaison to other representatives of divisions in the Department, Legislature, Executive Office of the Governor and the agencies. Responsible for finalizing staff research and analysis and preparing information for presentation.

Quality Assurance: Routinely evaluates processes and procedures within the programs or Division and identifies opportunities for improvements. Works with staff and management to recommend process and procedure improvements that include strategies for conserving state resources and enhancing productivity.

Legislative Bill Analysis: Supervises the preparation of analysis of human resource issues and related proposed legislation and prepares and/or reviews executive summaries, white papers and reports to support the Division's position on legislation. Responsible for reviewing all legislative bill analyses assigned to State Workforce Employment Programs and Labor Relations.

Special Projects: Completes and supports special projects assigned by the Director which may include analysis, policy implementation, reports, and project coordination. Keeps management abreast of project delays in order to effectively administer all policies and initiatives.


Personnel Information Systems Development/Enhancement: Coordinates with internal and external staff in the development, maintenance and enhancement of the human resource information system to ensure that it is operating within State and Federal laws, regulations, and rules. Recommends enhancements to ensure the components of the personnel information system are comprehensive, user-friendly, and reliable; and accomplish objectives.

 

Knowledge, Skills and Abilities:
• Knowledge of federal and state provisions that impact State Personnel System HR programs and the ability to align HR policies with legal requirements and strategic objectives.
• Knowledge of collective bargaining requirements and practices
• Ability to analyze and communicate complex HR policies and mediate difficult HR issues.
• Ability to lead others by developing and executing work and project plans, and by effectively delegating work.
• Ability to work independently when conducting research and developing policy.
• Ability to use office software applications to perform duties and conduct routine research using the Internet and other computer-based analysis and trend forecasting tools.
• Possession of interpersonal skills that facilitate interactions with a diverse customer base and promote lawful and effective application of HR practices.
• Ability to objectively critique policies and practices to discern impacts and identify viable solutions.
• Ability to craft clear and concise documents and to verbally communicate and transfer knowledge effectively.

 

Minimum Qualifications:
• Ten (10) years of professional HR experience and education

 

Preferred Qualifications:
• Professional HR experience within the SPS.
• A minimum of two (2) years of experience supervising HR professionals.
• Experience in researching, analyzing and interpreting Florida Statutes, Florida Administrative Code and federal law governing HR matters.
• Experience providing professional/executive written work products.
• Experience preparing executive summaries, white papers and reports to assist management with formulating HR policy decisions is highly desirable.
• Experience in providing excellent customer service, verbally and in writing, to a diverse mix of internal and external customers.
• Experience with the functionality of HR information systems is highly desirable.
• Ability to successfully manage multiple high-priority projects.
• Possession of an HR certification or advanced degree is desirable. Emphasis will be placed on education and experience in the fields of human resources, public administration, business administration, or a related field.
