This program management position provides leadership and coordination for planning and public health policy development and implementation of strategies relating to land use, the built environment and community environmental health assessments. This position also seeks to ensure that decision/policy making and implementation in the areas of land use and the built environment consider equity and social justice concerns. This position works collaboratively with other Public Health officials to leverage limited resources to meet common goals on a variety of projects. The individual will work within the Environmental Health Division and work closely with Health Department leadership and other key public health programs, including Health Promotion, Chronic Disease Prevention, the Community Health Improvement Partnership (CHIP), Health in All Policies, and Vulnerable Populations Emergency Planning.

Your Specific Responsibilities:

  1. Identifies and pursues opportunities where public health can be involved in policy and plan development on issues relating to land use, the built environment, and transportation. Provides support and leadership for various public health improvement initiatives. Coordinates environmental public health communication and education outreach.
    1. Serves as coordinator and provides leadership for Protocol for Assessing Community Excellence in Environmental Health (PACE-EH) program.
    2. Coordinates and provides leadership for Environmental Public Health Performance Standards Assessment and provides support for Community Health Assessment activities.
    3. Assists with Healthy Sarasota Initiative program and works closely with Health Promotions in CHIP activities. Works with Health Promotions to support and maintain Community Health Action Teams.
    4. Serves as a public information resource and communication liaison with department Public Information Officer and Health Promotion. Assists with development of environmental public health communication outreach and education, website updates, and environmental public health advisories and news releases.
    5. Provides leadership in management and cross-divisional coordination for health impact assessments.
    6. Participates as a public health advisor to elected officials and decision makers regarding county and municipal issues on water resources, wastewater management, air quality, soil resources, noise, and transportation.
  2. Develops and maintains relationships and creates partnerships with other public, private and non-profit agencies including planning and zoning directors, public works directors, land and project developers and the medical community. Leads environmental public health planning activities.
    1. Attends municipal and county planning, zoning, development review, and pre-application meetings; advocates, educates, and informs regarding environmental public health, sustainability, and built environment topics.
    2. Reviews site and engineering plans for proposed projects and developments and provide input and comments on behalf of the health department. Coordinates environmental public health review and assessments of proposals.
    3. Actively incorporates a community involvement process that ensures community input regarding policy development that assures equitable considerations are made in both the development and implementation of land use and built environment policies.
    4. Develops and implements strategies and training programs to build capacity within Public Health to actively participate in planning processes. Recommends short and long-range health and environmental planning processes for the department and for local community groups.
  3. Actively participates or prepares others to participate as an environmental public health advisor to elected officials, department leadership, decision makers and the public on issues such as the built environment, healthy food access, weather impacts on health, water resource quality and sustainability, and development and transportation planning.
    1. Speaks publicly on the connection between land use decisions and public health.
    2. Develops written reports and visual presentations for department data reporting needs, such as planning and reporting documents, grant applications, and presentations.
    3. Advises the Division and Department leadership on opportunities to educate and inform elected policy makers and decision makers on the connection between land use, the built environment and environmental public health topics.
    4. Researches, prepares, and provides leadership for grant opportunities, applications and submissions that will further the issues of the land use, environmental public health, and built environment issues.
  4. Coordinates data management activities including demographic, programmatic, socioeconomic, environmental, and health statistics data and scientific information.
    1. Produces relevant GIS maps and presentations.
    2. Creates visual graphics to display relevant data.
    3. Monitors and documents community and environmental health status and trends.
    4. Serves as a resource to department managers and staff on all aspects of health and environmental data management and conducts data analyses for the purposes of program planning and evaluation and policy development or change including cost benefit analysis and performance measurement. Interprets results and makes recommendations to decision makers.
  5. Miscellaneous Activities
    1. Attends team meetings, Health Department staff meetings and participates in staff development activities when appropriate.
    2. Maintains client confidentiality in a manner consistent with Florida Statutes and DOH policy.
    3. Performs related duties as necessary with adjustable scheduling.
    4. Serves on advisory boards related to position duties depending on seat availability.

Qualifications:

Minimum –

  • Valid Florida driver’s license

Preferred

  • Bachelor's degree in urban planning
  • Master’s degree in urban planning
  • AICP Certification
