DESCRIPTION :
The Department’s Electronic Monitoring Command Center (EMCC) is a 24/7/365 public safety operation that requires shift work. The EMCC monitors and responds to electronic monitoring (EM) alerts throughout the state of Florida. EMCC staff work directly with youth and families, DJJ and provider staff, and local law enforcement agencies to resolve alerts and ensure that youth are compliant with EM requirements. The incumbent in this position will serve as a Duty Officer and will be required to work a flexible schedule outside the standard Monday through Friday, 8:00 a.m. to 5:00 p.m. workday, including nights, weekends, and holidays.
Duty Officers work a set schedule of 6:30 a.m. to 3:00 p.m., 2:30 p.m. to 11:00 p.m., or 10:30 p.m. to 7:00 a.m. with a 30-minute break. Set schedules include two consecutive days off: Friday/Saturday, Sunday/Monday, Tuesday/Wednesday, or Wednesday/Thursday; Saturday/Sunday off is not offered as a set schedule. Set schedules, including regular days off, are assigned by the EMCC Administrator; tenure will be a primary (but not exclusive) factor when set schedules are assigned. Duty Officers may be temporarily required to work another schedule (hours and/or days off) as needed to ensure 24/7/365 coverage.
DUTIES AND RESPONSIBILITIES :
Monitor the EM system using the provider’s web-based interface during the assigned shift and identify the priority in which alerts should be worked in accordance with established procedures.
Review all information available in the EM system and the Juvenile Justice Information System (JJIS), such as current legal status, offense history, firearm involvement, and gang affiliation, and determine the appropriate course of action in accordance with established procedures.
When required by the procedures, contact the youth and family via phone, clearly explain the reason for the call, determine what caused the alert, discuss any steps that can be taken to immediately resolve the alert, and provide guidance regarding how to avoid repeating the alert in the future.
When required by the procedures, contact the appropriate county law enforcement agency via phone, clearly explain the reason for the call, and provide information about the youth (e.g., name, DOB, home address, last known location, and history of firearm involvement and/or gang affiliation). Assist the law enforcement agency as needed to help them locate the youth and resolve the alert.
Contact appropriate DJJ and provider staff via phone and/or email (as required by the procedures), identify the youth and date/time and type of alert(s) received, provide a clear description of all actions taken by the Duty Officer and the outcome (if known), and any follow-up required.
Enter case notes in JJIS that clearly document each action taken by the Duty Officer. Each action must be individually documented in the case notes and include a sufficient amount of detail. Case notes must be entered directly in JJIS while the Duty Officer is working the alert; all case notes regarding an alert must be completed before the Duty Officer closes the alert in the EM system.

MINIMUM QUALIFICATIONS :
A high school diploma or high school equivalency diploma (GED) is required. If selected for an interview, applicants will be required to provide a copy of the diploma or a transcript.
