Your Specific Responsibilities:

Performs advanced engineering work on mid-level complexity projects, such as: Contacts utility companies and collect pertinent information. Review utility information to determine the location of existing facilities. Review roadway and bridge plans and provide comments to designers regarding possible conflicts with utility facilities. Coordinate with other district offices to evaluate and resolve possible conflicts with utility facilities. Arrange and conduct utility pre-design conferences, with appropriate disciplines, to more fully coordinate disposition of existing facilities. Attend field reviews with utilities and/or other project staff. Maintains accurate and up to date files on each project. Utilizes the appropriate project tracking systems and procedures. Communicates project schedules and scope changes to utility companies. Includes overseeing consultants performing these activities

Review utility submittals including mark ups, utility work schedules and utility plans. Prepare agreements and process for execution. Process right of way documents, specifications and estimates associated with utility facilities, as needed. Process encumbrances and invoices for reimbursable projects. Track Utility Work by Highway Contractor deposits. Prepare certification packages to meet project production schedules. Conduct these activities as required for mid-level complexity projects. Performs advanced engineering work on mid-level complexity projects, such as major Resurfacing, Restoration, and Rehabilitation (RRR), minor widening, and major intersection improvements. Attends various meetings with firms pursuing these projects to provide pertinent information and direction. Review and comment on utility permits. Participate in the consultant selection process, including attending scope of services meetings, evaluating technical proposals and negotiating staff hours.

Serves as utility project manager for in-house prepared mid-level complexity transportation improvement projects. Evaluates utility relocation costs with the Design Team and coordinates with the Office of General Counsel for determination of eligibility for utility reimbursement costs. Compiles and evaluates associated project utility invoices for processing through their respective Operation Center and Financial Services Office for final payment.

Provides technical utility support to all Department offices from project development through construction. Serves as a liaison between the Florida Department of Transportation (Department) and the utility agencies, city and county governmental agencies and other interests. Coordinates with the Department Work Program to encumber appropriate funds to clear a project for advertisement in accordance with state and federal policies, procedures and regulations)

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • Knowledge of Utility Agreements.
  • Knowledge of the Utility Procedures Manual (UPM), Utility Accommodation Manual (UAM), Plans Preparation Manual (PPM) and Construction Project Administration Manual (CPAM).
  • Knowledge of Florida Statutes, Florida Administrative Code and Federal Highway Administration (FHWA) policies as they related to utility installations in the Department’s right of way.
  • Knowledge of Work Program, Financial Services, Right of Way and Legal functions as they relate to utility agreements.
  • Knowledge of roadway and bridge design and construction techniques as they relate to utility installations in the Department’s right of way.
  • Knowledge of project scheduling.

Skills in:

  • Skilled at performing field investigations.
  • Skilled in operating a computer and utilizing Microsoft Office Programs (Excel, Word, etcetera).
  • Skilled in effectively communicating technical information and written and verbal communication

Ability to:

  • Ability to maintain accurate records.
  • Ability to manage multiple projects.
  • Ability to review roadway, bridge and utility design plans.
  • Ability to act as liaison to other areas of the Department, consultants, public and private utility agencies/owners, other government agencies, the public and other stakeholders.
  • Ability to prepare scopes of services and negotiate staff hours with consultants.
  • Ability to manage work efforts and evaluate the performance of consultants.
  • Ability to establish and maintain effective working relationships with others.

Other Job-Related Requirements:

This position will be required to respond before, during and following emergency situations.

Minimum Qualifications:

One year of continuous employment experience and a high school diploma or its equivalent or one year of higher education with a cumulative of 24 semester hours or 36 quarter hours.
