GENERAL DESCRIPTION
Responsible for leading a team of workers involved in the maintenance and repair of water, wastewater, and reclaimed/reuse water utility systems, to ensure assigned tasks are completed safely, efficiently, and to the required quality standard and/or legal requirement. Delegates tasks, provides guidance, and monitors performance of assigned team of employees, while maintaining safety and quality control. Performs skilled work operating light to medium sized automotive, construction, and maintenance equipment. Work is assigned and performed under the direction of the Utilities Maintenance Foreman, with independent judgement and initiative to complete assigned tasks.
ESSENTIAL JOB FUNCTIONS
The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.
- Performs scheduled maintenance on sewer collection, water distribution, reclaim distribution systems, and Lift Stations.
- Direct, lead, and mentor assigned team members, to ensure assigned work is completed safely, efficiently and to the required quality standard and/or legal requirement
- Update Foreman on assigned task/project progress, identifying potential issues, and recommended solutions.
- Maintain records, complete paperwork, and assist supervisor with project planning.
- Develop employee schedules and review/approve timesheets.
- Ensure all safety protocols are followed, conducting safety inspections, and immediately addressing any hazards observed in the field.
- Performs installation and testing of water meter and backflow preventers, troubleshoot and repair electrical panels.
- Provide training to new employees and provide ongoing support and mentorship for existing staff.
- Operate and maintain utility vehicles and equipment, ensuring proper operation and use by assigned staff.
- Operate specialized equipment like backhoes, excavators, and trenchers.
- Respond to inquiries from customers, addressing concerns while maintaining a positive public image.
- Possess in-depth knowledge of utility systems, including water distribution systems and related infrastructure.
- Repair leaks, installing new lines, and maintaining existing utility pipe systems.
- Respond to utility service emergencies, such as water main breaks and sanitary sewer overflows.
- Execute and oversee the daily, weekly, and monthly assigned work tasks/projects which are assigned to their crew.
- Perform other works assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Ability to motivate, guide, and direct a team.
- Skilled in utility system installation, maintenance, and repair.
- Competence in operating tools, equipment, and machinery.
- Ability to effectively communicate in English clearly and concisely, both verbally and in writing.
- Ability to understand complex instructions, plans, blue prints, directions, etc. to successfully complete assigned work.
- Knowledge of occupational hazards and safety procedures of the work environment, and how to mitigate hazards/safety concerns.
- Knowledge of appropriate Personal Protective Equipment utilized in the utility maintenance field of work.
- Ability to apply basic mathematical calculations.
- Ability to utilize technology and software effectively and efficiently to manage, track, and complete work orders and various required reporting.
- Ability/Knowledge to operate light work trucks, utility vehicles, heavy construction equipment/tractors, Vac-Con (or similar) truck, and a variety of power hand tools.
- Ability to perform manual labor for extended periods.
MINIMUM QUALIFICATIONS
- High School diploma or GED.
- Two years of experience in the operation and maintenance of medium to heavy construction equipment
- Possess and maintain a Class B Commercial Driver's License (CDL) with tanker endorsement, Level 3 Water Distribution, FDEP Class C Wastewater Collections Certification, and Backflow Prevention Assembly Tester Certification within 120 days of hire date.
- Must possess and maintain a valid Florida Operator Driver's License with an acceptable driving record
An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.
EQUIPMENT USED
Includes, but not limited to, personal protective equipment, automotive equipment, small equipment and hand tools, riding or power mower, bush hog, small tractor, pneumatic hammer, self-propelled concrete saw, single-axle truck/crew cab six-inch and larger pumps, chainsaws, Tractor mower, flatbed truck, six-wheel dump, skid steer, pneumatic hammer, self-propelled concrete saw, single-axle truck, dual-axle truck, pulverize mixers and weed-eaters
PHYSICAL REQUIREMENTS
Frequent ability to walk, climb, stand, carry materials, stoop, kneel, and bend at the waist. Ability to balance, crouch, utilize manual dexterity, grasp, handle, perceive sounds at normal speaking levels, distinguish among sounds, lift, pull, push, reach, conduct repetitive motions, and visual acuity in utilizing equipment. Must be able to climb a minimum 30-foot ladder. Maximum unassisted lift = 75 lbs. Tasks may require color and visual perception and discrimination Exposure to extreme seasonal weather based on geographic region. Exposure to moving parts and electricity that require safety protocols. Ability to work in high-stress and/or physically demanding environments.
JOB LOCATION
All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
