CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

  6. Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

MINIMUM REQUIREMENTS:

  • Must have a High School Diploma or equivalent; AND
  • Two (2) years of professional, full-time-equivalent experience in operating sewage treatment or water purification plants; AND
  • Must have possession of a current Florida C Wastewater Operator Licensure and a Florida C Drinking Water Operator Licensure, in accordance with Florida Statute 403.867; AND
  • Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; AND
  • Must be able to lift or carry a minimum of 40lbs; AND
  • Must possess a valid Florida Driver’s License.

DUTIES AND RESPONSIBILITIES:

  • Performs water and wastewater analysis on wells, influent, clarifier, aeration tanks, digesters, effluent, and streams. Maintains all records, logs, and reports required by Florida Dept. of Environmental Protection (FDEP) Operating and National Pollutant Discharge Elimination (NPDES) permits. Samples waste water supply and submits samples for laboratory analysis. Ensures tests are performed in accordance with and no less than requirements stated in operating and consumptive use permits. Legible and accurate records are maintained of all test results. Water samples are submitted as required by sample type according to corresponding time frames (monthly, bi-monthly, etc.) to FDEP and any samples failing standards are resubmitted within the required re-test time frame.
  • Performs preventative maintenance on sewage plant, lift station, well house, water tower, and any other associated equipment. All pumps, water tanks, and chlorination, de-chlorination systems are checked daily. Water is tested daily and all water samples are submitted to certified laboratory for testing with results furnished to FDEP, while maintaining legible and accurate monthly water usage records.
  • Visually checks sewage plant, lift station, well house, water tower, and any other associated equipment both during the normal work week and on assigned weekends by performing process control tests to ensure proper operation. A written maintenance log and lubrication schedule is maintained and properly documented. Valves are operated periodically and repaired as needed. Fire hydrants are checked and flushed as directed.
  • All laboratory equipment is cleaned after each use, maintained in good working order, and calibrated as needed. Measuring equipment is accurately calibrated according to certification standards. Laboratory and office work area is kept clean.
  • Maintains areas within treatment plant compound, around lift stations, well houses, and water towers; ensures grounds around specified areas are kept clean and free of debris.
  • Observes established departmental safety practices such as wearing protective gloves and approved respirator while working around chlorine solutions. In the event of a leak, follows Emergency Action Plan (AEP) for securing of affected area and notification of proper emergency response personnel.
  • Assists other members of the Public Works Section as required and directed.
  • Complies with Hazardous Waste Management rules and regulations within the workplace. MSDS sheets are maintained on each product being used. Quantities are only ordered that can be completely used for purposes intended. Containers and products are disposed of in accordance with Camp Blanding Hazardous Rules and Procedures and spills are reported and cleaned up according to published procedures.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles and practices of water and wastewater treatment and testing.
  • Skill in the operation and maintenance of pumps, motors, blowers, chlorinators, flow monitoring devices and other related equipment. Ability to understand and apply applicable rules and regulations pertaining to water treatment.
  • Ability to use water and wastewater treatment testing equipment.
  • Ability to conduct, analyze and interpret water and waste water treatment tests.
  • Ability to prepare and maintain records and reports.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
